1. Background

Good Neighbors International (GNI) is an international non-governmental organization operating in the fields of development and humanitarian aid. GNI began its activities in Vietnam in 2005. Over the past 20 years, GNI has implemented numerous programs and projects focused on community development, child protection, education support, income generation, and emergency relief in various localities across the country.

On the occasion of its 20th anniversary (01/06/2005 – 01/06/2025), GNI wants to conduct an independent evaluation to measure the impact of its implemented activities, draw lessons learned, and thus highlight the key achievements. The evaluation results will be used for communication purposes and presented at the anniversary celebration event on 1 June 2025.

 

2. Objective of consultation

  • Evaluate the impact of GNI’s programs and projects in Vietnam during the period 2005–2025.
  • Analyze key achievements, lessons learned, and the value that GNI has brought to children and beneficiary communities.
  • Provide strategic recommendations to enhance the effectiveness of future operations.
  • Compile and present the evaluation results in an appropriate format for use during the internal workshop celebrating GNI’s 20th anniversary, which will take place on 1 June 2025.

3. Scope of work

The consultant will perform the following works:

  • Develop a detailed evaluation plan, including methodology, data collection tools, and evaluation framework.
  • Collect and analyze quantitative and qualitative data from selected key areas where GNI has implemented programs.
  • Conduct in-depth interviews with stakeholders: GNI staff, local partners, authorities, communities, and beneficiaries.
  • Compile, analyze, and write the evaluation report.
  • Collaborate with GNI to develop a summary document and/or communication materials to be presented at the workshop (in Vietnamese).

4. Expected outcomes

  • One full evaluation report (in both Vietnamese and English).
  • One executive summary report for communication purposes in Vietnamese.
  • One slide presentation of the evaluation results in Vietnamese.
  • Support the presentation of results at GNI’s 20th Anniversary Celebration (on 01/06/2025).

5. Time and schedule

  • Time: From 05/05/2025 to 01/06/2025.
  • Key schedule:
    • 1st week: Finalize the evaluation plan, methodology, and schedule.
    • 2nd week: Collect documentary data and conduct field interviews.
    • 3rd week: Analyze and write the report.
    • By 25 May 2025: Finalize communication materials and conduct a rehearsal presentation.
    • On 1 June 2025: Present results at the anniversary workshop.

 

6. Requirement for consultant

  • At least 5 years of experience conducting research and evaluating development projects, especially in the fields of community development, child protection, education, or income generation.
  • Strong understanding of the development context in Vietnam and social issues related to GNI’s target groups.
  • Proficient in designing evaluation tools, analyzing data, and producing high-quality reports in both Vietnamese and English.
  • Ability to communicate research findings visually and clearly for communication purposes.
